Content approval is happening even for part of memebrs group

I have enabled content approval for the list, I know after submitting the item it shows approval column,

is it possible to approve for person who is part of members group?

I can see both full control group and members group are able to approve.

Then what is the use of content approval enable when every body who has less permissions also will be able to approve?
How we can make sure that item submission reaches to respective approver? and other will not able to see the submitted item?

Please help on this.

Per my knowledge and test, users with edit permission (only in the members group) or less permissions cannot approve items.

Please check the permission of the user to see whether the user only in the members group.

Except for users with full control permission, if you want other users to be able to approve, you can grant them with "Approve" permission.

People with "Approve" permission can edit and approve pages, list items, and documents.

"Approve" permission is a separated permissions with "Full control" permission.

Actually, "Approve" permission is not more sufficient than "Edit" permission.

He got full control access, sorry for the confusion.

One more question:
I keep hearing about approve permissions, does it separate permissions other than full control?
with approve permission meaning he got the permissions above edit so that he will be able to approve?
