Unable to Connect to phpMyAdmin

I just activated MySQL in App and clicked on the "Manage" link at the top of the page.
I get a phpMyAdmin login screen which does not accept any username/password I have, including the credentials I found in the default MYSQLCONNSTR_localdb.ini file.
Any suggestions, or is there another tool I can use to create an empty database?

I found the problem. If the website has been stopped and restarted you have to first connect to the website URL from a browser. Once you do that, the instance is running and you can connect to phpMyAdmin. It will launch without a login screen.

Not the same issue.
II am trying to launch locally, rather phpMyAdmin launches within my Azure workspace against the local instance of "MySQL in App".
