They are same in my environment as below screenshot. According to your screenshot, I found that the trends of the two curves are exactly the same.

I still do not know the difference between the two counters. I will continue to research for this, if I have some new idea, I will share it for you.
As I said earlier, this is appears to be a documentation error. I did some googling, and I guess that you found this on https://docs.microsoft.com/en-us/sql/relational-databases/performance-monitor/sql-server-availability-replica?view=sql-server-ver15.
On that page, scroll to the bottom of the page. There are two buttons for submitting feedback. The one to the right is specific for this page. This button takes you to the GitHub repository for the SQL Server Docs. Here you can file an issue and make the writers aware of that this page has an error. It may take a little while until they have figured out what should be the correct description.
