Because ccmsetup.exe didn't change, therefore, there's no reason to increment its version number.
Agree with Jason, the changes and new features in ConfigMgr version 2103 does't include updating ccmsetup.exe.

But when i check in Monitoring > Client status > Production client status. I see my clients are getting updated to new version.
How it is getting updated ?
ccmsetup.exe and the client agent itself are two different things and their versions in no way need to be the same or reflect changes in one another.
