Azure Communication Service: Can't create number

I generated a Azure Communication Service resource in the US region but it won't allow me generate a phone number saying the following:

Unavailable for this resource
Telephony (calling, SMS, phone numbers) is currently only available to resources in US regions. Create a resource in a US region to get phone numbers and use telephony.

The wizard to generate the Communication Service doesn't allow me to specify region, it just defaults to "global". I do set the data location to the "United States" but that doesn't seem to matter.

What am I doing wrong here?

Thanks for asking question! Could you please confirm if you are paid Azure subscription? As Phone number availability is currently restricted to paid Azure subscriptions that have a billing address in the United States and Communication Services resources that have a US data location.

Phone numbers cannot be acquired on trial accounts or using Azure free credits.

Thanks. I recommend MS updates their documentation for setting up the Service. It's misleading and the validation is incorrect.
