How do i become a licensed Windows OEM system builder in 2021?

I build really cool small form factor windows desktop PCs. I want to sell them on Amazon, however amazon has asked for proof that I have the right to sell a windows PC. I have searched for a few weeks now in my spare time but can find no information on how to get licensed as an OEM windows system builder. Most just say, build and sell the PCs and buy OEM licenses from other vendors. This is fine, but I need some kind of proof or agreement from microsoft to provide to Amazon so that I can sell my PCs on amazon. It could just be a generic OEM license approval with my name on it or something, where could i find this? I signed up for the device partner portal which I think is where it might be but the amount of information and programs is overwhelming, i dont know where to start.
