I have tried troubleshooting and scans and it doesn't show anything that is going wrong.

I have exactly the same problem. I did notice that the Package details on the Microsoft Catalog state :-
This update has been replaced by the following updates:
"2021-07 Cumulative Update Preview for Windows 10 Version 21H1 for x64-based Systems (KB5004296)"
I followed the same process for KB5004296 with exactly the same results.
Can anyone help with this issue?

The only thing that worked for me is resetting the pc. After resetting it would initially show that system is up to date but after a couple of hours the KB5004237 and a few more updates got downloaded and installed properly. Multiple times it seemed stuck on the installation of the updates but leaving it uninterrupted got it done and now the system works fine.
Is there any solution for this problem?

I am having the same issue with 2021-08 and now 2021-09 I have tried many of the steps above. Has anyone narrowed this down yet?

I have the same issue as the rest. Have also tried all the suggested fixes (other than re-installing Windows which is ridiculous). Microsoft please help
Sadly, for me, it did not work. It wanted to do a full clean install (no data/programs would be saved) - had to abort.

Very many thanks for your post, Joshua. I have struggled for literally 6 months with this WIN10 "BUTS" ("Background UN-Intelligent Transfer Service") problem. I have tried all the published "solutions", but this is the only one that was successful. Well done! It was well worth "a shot"!
A friend was having issues with this error code, we tried nearly all fixes I could find with no luck (we didn't try a full re-install as he only clean wiped the PC around 2 months ago).
However, found a solution if your computer is still on version 20H2 (which won't be receiving updates from May I believe). To double check your version of Windows, go to setting and search 'About', should say there what version you're on.
Got him to download the update assist to get to the newer version, 21H2. Has seemed to have worked so far, so might be worth a shot if anyone's still stuck.

The only way I mnaged to resolve this was by doing a full re-install of Windows. However, I also had a number of other issues which drove me to do this :-
Windows Hello wasn't working
Micorsoft store wasn't working
Back-up File History Services wasn't working
This seemed to be a problem with my primary account as a number of services (bits; fhsvc; StorSvc ; wuauserv and WaaSMedicSvc) would not start at boot-up and even if I changed them to Auto start, they jkust reverted back. When I logged in via a Local Account, these seemed to work. Deleting my Primary account was an option, but it was just as easy to re-install windows just to be sure.
This has resolved my Problem.

Can anyone give us a clue as to what the problem is and how we can fix it?

1.Reset windows update components
Right click on the start button and select Powershell (admin) or Command Prompt (admin)
Write the next hit enter after each line.
net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
Ren C:\Windows\System32\catroot2 Catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver
2.Restart computer after reset update components completed.
3.Go here https://www.catalog.update.microsoft.com/Search.aspx?q=KB5004237 to download 2021-07 Cumulative Update for Windows 10 Version 21H1 for x64-based Systems (KB5004237) standalone installation package, double-click it to install.

I'm having this exact same problem with a workstation. I've done everything suggested here as well as dism /online /cleanup-image /startcomponentcleanup and sfc /scannow (which did find some errors but fixed them - ran it a 2nd time and it was all clean). I've rebooted in between each step as well. Still can't get this to install. I'm actually stuck on this same KB, but for 20H2 (as we can't upgrade to 21H1 until after we get these updates installed I'm assuming, as it doesn't present the option to upgrade).
