Azure Boards: Azure AD user cannot be mentioned in discussion - The identity does not have sufficient permissions

I need to be able to mention company users who are Azure AD user but without adding them individually to Azure Boards organization. The user picker works and I can find use to mention, but as result I receive email ....user cannot be mentioned in discussion - The identity does not have sufficient permissions... External guest access and allow team to invite new users is enabled in organization settings. The goal is to mention user who can open bug and comment in discussion in their turn.

Since this page is the #1 search result in Microsoft's Bing for this question, I propose actually answering it instead of shutting down people posting and telling them to go somewhere else.

Part of the problem was that being shut down was somehow flagged "Accepted Answer". It's a non-answer - the opposite of what "Accepted Answer" should mean.

I'll also be submitting feedback to Bing that they should not post non-answers or locked threads as the #1 search result.

Also, while I understand that not every question could be supported in every forum, it would be a good idea to link to a more relevant issue on the recommended forum - instead of just a general forum.

Failure to do so is on par with saying "Just Google it with Bing", which in my case, is what I already did.
