The restart to update is a very common message.
The concern is if your internet plan charges for for data usage.

What kind of cost are you referring to, if you have the Internet this does not charge any fees.
This message means your device will need to restart to finish installing updates. If you're asked to restart your device while you're busy using it, you can schedule the restart for a more convenient time.
