set email forwarder

Hi All

i am using exchange 2016 hybrid environment, i have a requirement to setup a email forwarder to an external domain user for a shared mailbox. So i have created an external email contact and enabled the forwarder on the shared mailbox to forward emails to external user but the forwarder is not working. Do i need to add the external domain to remote domains or any rule which could be blocking i am not sure experts guide me what could be the possible reasons for blocking so that i can check.

Office 365 block external auto forward by default, yo need to modify the outbound spam policies to on first:
