Azure Monitor vs SCOM 2019

Hi, I want to know how Azure Monitor compares to SCOM 2019 in terms of capabilities and easiness of work - I am not aware of Azure Monitor having Management Packs so how "deep" it can go regarding AD, DNS, DFS, SQL ... monitoring (on-prem resources) or out of the box it can only monitor very basic stuff like memory, CPU, HDD ... Finally, do we have to create alerts for virtually everything we want to monitor or they are already there so we just need to do fine tuning job like in SCOM 2019.

I have been working with SCOM for many years but in some environments management wants alternative monitoring solution - preferably in Azure - so I want to know what I can expect and amount of work needed to (if doable) have similar monitoring capabilities to SCOM. Basically I was given a task of Azure Monitor PoC.
