I have all my devices in AzureAD and i want to set the desktop background image on all of them. I have tried the device restrictions policy in Microsoft Intune but it doesn´t work.
Is there another way to do it?

Are these devices enrolled in Intune? Can you access the URL that you specified in the Intune policy? Have you tried different methods like https://msendpointmgr.com/2021/02/02/manage-desktop-wallpaper-with-microsoft-intune/?

We can try to use custom policy to deploy background images, Devices> Configuration profiles> Create a profile, select Templates> Custom, as follows,


OMA-URI: ./Vendor/MSFT/Personalization/DesktopImageUrl
Data type: String
Value: [<PATH>\<FILE>]
In this value <PATH> can be a http(s) url, or a file url;
In this value <FILE> can be a jpg, jpeg or png image.

@JarvisSun-MSFT regrding your method, i see that the policy recognizes my device but the deployment status is stuck on "pending". Do you know why?

I would recommend to perform the following actions.
If the policy was assigned to the device groups, please restart the device.
If the policy was assigned to the user groups, please sign into the device with the AAD user account, and perform the Sync manually.
