Changed licenses but get a conflict saying old licenses are inherited. I cannot find where they are getting that inheritance

I am trying to take my group from an A1 license to an A3 license we just purchased. I went throught the steps to swap the licenses out. I get an error for a lot of users saying that there is a license conflict because they have 2 different sets of product assigned, the old and the new licenses. I cannot see anywhere else that has a rule to assign those licenses to anyone. Any help?

To solve this conflict, you need to disable one of the plans. You can disable the license that's directly assigned to the user. Or, you need to modify the entire group license assignment and disable the plans. Alternatively, you can remove any redundant license. The A3 license should come with all of the A1 features so you should be able to disable the A1 license for people who already have the A3 assigned.
