I have a sql server 2008 r2 (10.50.1617.0) installed on W2008 R2.
With SSMS 17 or 18 or other, some W2016 servers can connect but some others not.

and which error message do they get? Is there a Firewall between blocking the access?

That's SQL 2008 R2 RTM CU1 or so.
You should absolutely slap on the most last service pack for SQL 2008 R2 which is SP3. I would guess that you also need support for TLS 1.2. This did not come in SP3, but there was a later patch that provided this. I don't have the download link for this patch, sorry.
