Creating a new Virtual Machine Azure

I am trying to create a new Virtual Machine with Azure, I have a Microsoft 365 Business Premium account.
However if I logon onto https://portal.azure.com/#home and click on Virtual Machine it takes me to "Welcome to Azure" which then redirects me to https://signup.azure.com

I thought this would be included ?

Microsoft 365 Business Premium accounts come with a long list of features including some Azure services like Azure Virtual Desktop (formerly Windows Virtual Desktop, a desktop and app virtualization service that runs on Azure) and Azure AD Premium (which is a great tool for managing identity with dynamic groups, self-service password resets, and much more):

I believe what you are looking for is Azure Virtual Desktop. It allows your employees to access any remote app on any device, while you maintain central management & security of your users’ desktops:
