Do we have the algorithm to restrict all mobile apps to one device on one-time install?

For the winsock namely "windows socket" and other header files, do we have the algorithm to use those methods to restrict all mobile apps to one device only, and not just for PDF file formats? If we do, then which header libraries would be feasible for managing TCP/IP practices?

For instance, users who attempt to re-share an app results in an error by using the app developer's error trapping block structure or techniques.

Can this be done in C++, and if it can be done using that computer language, then will it correspond to all mobile devices and their operating systems?
