Have you had it resolved? I have exactly the same issue. I contacted Microsoft support, and was advised to wait for ~4h as it looked many people access at the same time??? And they also suggested me to contact IT department (my account is created with my university email). But it's nonsense. I just use the email somewhere else to sign up microsoft apps as using gmail. How could I contact University IT dept for OneDrive services?

I have contacted Microsoft support twice via chat, once by phone with Office apps team support then was directed to OneDrive support team by email but it came to nowhere. They will keep advising you to wait or to contact IT department of your domain.
From what I read here. cause I could not contact my university's IT department so I got back to Global CS. Believe me, it won't solve your problem. 
Since I graduated 8 years (hix), it was quite hard for me to reach IT Dept. of my university. I tried to contact by email both individual and department's email and also by phone. At least, I was required to provide my student email & ID card for them to verify my identity first. It has been 3 days, and I still waiting. I hope they can help as now is the high time for new schoolyear, especially university in VN

Might try from an in private session or from another pc.
If an account access problem then also try resetting via the account recovery form

Does this issue also accour when you loggining to OneDrive Online?
If you could sign into OneDrive Online successfully, please quit or disable any antivirus software on your machine to prevent it from blocking OneDrive.exe.
I would also suggest you change the network environment, if conditions permit, you can try to connect to the mobile phone hotspot test.

Please go to the Service Status page for any known interruptions or outages.
Then go to Subscriptions, make sure the licenese for OneDrive for bussines are shown on the list.
Besides, as your issue is urgent, I suggest you open a support ticket with Microsoft Support to help review the issue and help you test remotely. Such as let the Microsoft engineers check whether the accounts of your school are throttled or blocked.

how to know if the accounts are blocked i mean please can u elaborate this thing. Can i access my account if it is blocked. One more thing is that

I have the same issue, I have a bunch of important data in there, my life is ruined, I need somehow to get my files back.
What sort of files do u have in there friend i mean if they are pdf u downloaded or videos u downloaded from internet u can again download it there is no need to worry unless u worked on some project then yeah the files are important.
goto office.com and login using your username and password there you will be able to recover all your files they will show all your files and allow you to download them

I am facing the same issue. Error 0x8004e4d5. Any solution yet?
Having the same issue, the access is block without any notifications. What are the issues here that the account could be block without notice? Why allowed the subscriptions when it will be block eventually? Does it mean we have to pay to have it unblock? If yes then notice must be sent out and allowed the account to be unblocked so that we could retrieve the data and files stored in that drive? Just thinking aloud is this being down intentionally for whatever reasons that it's worth for this $$$$$ business organisation.
