Unable to update the hosts file

I have applied some of the CIS CAT recommended group policy settings in Windows 2016 server. Later for one task I wanted to update hosts file but I was not able to perform it.

I have changed the folder permission and later I was able to update the hosts file, but I wanted to know which group policy is preventing Administrator user to update the hosts file of the server
