Yes. Only users that have your public key can send you encrypted mails. The public key is sent with your email if you sign it. So only sign emails to users that you want to be able to send encrypted mails to you.

If you would like to only allow some of the users sending encrypted messages, as Chris suggested, their AD account should have the user certificate published in the attributes UserSMIMECertificate and/or UserCertificate.
