Windows Server 2019 Blocks Important Services on Startup

Hello, my new instance of Windows Server 2019 is blocking important services on restart/startup which are required to have network discovery/sharing enabled. How do I configure the server to allow those services? Do I need to change them to logon with a local system account vs. local service? Below are the services:
- DNS Client
- Function Discovery Resource Publication
- SSDP Discovery
- UPnP Device Host

Thank you in advance! I've tried looking in the forums but no luck.

How do you know that they are being "blocked"? If they are configured for Start Type=Automatic, then I would expect to see an event in the System eventlog that describes why the service control manager could not start them. Can you share some of those events?

Can you manually start them?

Hello, thanks so much for reaching out.

To answer your questions, when the server restarts and the Server Manager loads, the services are listed in the Services Detail View as stopped (regardless of the Start Type). I have verified they are set to automatic or automatic (delayed start). I cannot restart the server now or I would provide a screenshot. I've reviewed the logs and have not found the specific services called out as being stopped. I can manually start the services and they run until the next time the server is restarted, but then we have this issue again.

The system event log will provide details of all automatic start services that did not start up. Domain or workgroup? What firewall profile is in use?

Hello - I was just able to restart the server while it's not in use and the services are no longer being blocked. I've restarted it 3x today just to make sure. Not sure what changed, but this appears to no longer be an issue. Thank you for following up and for your help.
