Mail enabled public folder permissions

So we are in the middle of our Public folder migration to Exchange Online and users who had permissions to send emails from Mail enabled public folders now cant' send emails. I have checked and verified that they have the correct permissions to do so and yet they still aren't able to.

What am I missing? I have opened a support ticket like 3 hours again and am still waiting but meanwhile our end users are losing their patience.

Any help will be helpful.

Send AS and Send on Behalf perms are not migrated.
You will need to export the perms on-prem and import in Exchange Online

You can create Public Folders in Office 365 if required or for that purpose, a shared mailbox would also work.
Keep in mind that if you do a cutover or any other migration that does not maintain Azure AD Connect (Hybrid Identity), you'll end-up managing two identity directories.
