Hello @ShawnDuffey-1117 - Thanks for reaching out.
You need to create diagnostic setting to send the Activity log to a Log Analytics workspace.
You can send the Activity log from any single subscription to up to five workspaces.

Yea I am aware of that, the issue appears to be an issue in how the P1 subscription is set up. We have a properly activated license but there is a second license somehow with no billing history and no subscription that appears to be causing the problem. I have not found anyone that can help me correct this. Can you help?

@ShawnDuffey-1117 did you find a solution for this? I have just encountered what looks like the same issue.
