Windows server stops responding when all user sessions expire

Greetings!
Trying to resolve such problem: I have a GPO for inactive user sessions timeout on a rdp server 2019. So when all sessions are timed out, I can't access it through RDP again, can't smb, can't ping it (router still shows link active). Logs report things like NTP server unable to resync time since the time server is unavailable. Everything described persists until I perform a local login through motherboard KVM interface. Since that I can again login through rdp and everything else. The only thing that stays responsive is NPS, which responds to RADIUS requests from router normally even during that "downtime".

When I disable timeout GPO and sessions stay alive during user inactivity, server accessibility also stays normal, that's why I decided the problem is here. Anything that I can do about it?
