Hi @Kutta2019-5267

How to migrate the all offline address book from 2013 to exchange 2019.

If you would like to migrate OABs from Exchange 2013 to Exchange 2019, you may need to migrate the OAB generation mailbox.
By default the arbitration mailbox SystemMailbox{bb558c35-97f1-4cb9-8ff7-d53741dc928c} is responsible for OAB generation.

Did you assign the "address book policy" to the mailboxes?
If you migrate the mailboxes from Exchange 2013 to 2019, it should keep the settings.
