I guess my virtual machine is restricted to send emails using basic SMTP ports like 25, 587. Connections are refused, and mail servers are giving errors like Socket error 10060.

Yes, Microsoft restrict this by default. You can submit a support ticket to Azure support requesting the port to be opened if you really need it.
Ok, but I can't submit this request until I upgrade help and support service to the higher level :/ This is monthly $29 and I just need it to be opened one time.
Unfortunately only Microsoft support can remove this restriction which requires a support ticket. If you plan to use Azure long term then you will definitely need a support plan.
Otherwise you might have to look into other email solutions, for example SendGrid have a free tier that might be an option for you.
@LevAnni-1451 , The Azure platform will block outbound SMTP connections on TCP port 25 for VMs deployed in certain subscriptions. It is possible to have this block removed. To request to have the block removed, go to the Cannot send email (SMTP-Port 25) section of the Diagnose and Solve blade in the Azure Virtual Network resource in the Azure portal and open a support request.
If you still need help, contact support to get your problem resolved quickly. Use this issue type: Technical > Virtual Network > Cannot send email (SMTP/Port 25).
