Silverlight on Mobile Phone

Specifically the Samsung Galaxy A11. I have been trying to get to a specific part of a website but everytime I click the link it redirects me to a blank page with the download button for silverlight. When I click the button it takes me to a page that says either my operating system or my browser isn't compatible with Microsoft Silverlight, and I've tried several different browers. So by process of elimination I would assume that my operating system is not compatible, however this is my only device and I cannot afford nor do I have access to another at this time. So I am hoping someone can tell me if there is a way to get past the redirect and to the page I am trying to get to? This is the link to the page I can get to, https://springfield-or.gov/city/police-department/municipal-jail/ and this is the link to the page I am redirected from http://sp-inmateinformation.springfield-or.gov/

Up to 10 attachments (including images) can be used with a maximum of 3.0 MiB each and 30.0 MiB total.

As far as I know, there was a version of Silver light for the MacOS, but Silverlight is a Microsoft-centric piece of software and I don't believe it's used much anymore because of security. You say you have no other device, does this mean that you have no device capable of running windows or a virtual machine..., I would use a VM.

Or find a friend that still has a windows phone.

The short answer is no you can't use a Galaxy A11.
