Are you deploying these to the same devices? If so, that's not the correct as the two are thus in conflict. A single policy defines both Peak and non-peak. You define the peak hours and the non-peak hours are the opposite, i.e., for your first policy above the peak hours are 1800 to 0730 which means the non-peak hours are 0730 to 1800. There's no need to define two separate policies for this.

One power plan per device, you should use the peak plan and off peak plan to set a day/night plans rather than two different policies., pretty much just as Jason has said. Good luck!
