Outlook 2016 send email very slow

I am supporting my colleague on his email issue. He is using Outlook 2016 and can only send email out after a long wait.

I notice that in his log file, there is a long gap between

foo@bar.com: UploadItems: 1 messages to send  

and

EXECUTING Put MAPI TASK  

In the Log file provided below, the wait time is 3 minute. And on average he will wait 3-5 minute before sending. I wonder if there is a solution to this. Here is a typical version of OPMLog when experiencing issue:

    Is this a problem that has only recently occurred? Please make sure you have upgraded your Outlook 2016 to the latest version.
    Does this issue happen to each email you sent? Or only happen to some special emails?

    In order to confirm if the issue is related to your Outlook client, please try to log in to your web mail and send emails to see if this issue colud be reproduced. You can also try to add other email accounts to the Outlook client and see if the has any difference.

    As I know, the send/receive file (.srs) of your account may have effects on this issue. Please try to delete the .srs file and restart outlook client to see if it works.
    File location: drive:\Users\<username>\AppData\Roaming\Microsoft\Outlook
    There could be some add-ins in your Outlook client that cause this issue, so it is suggested to start your Outlook in safe mode (Press Win + R, type “outlook /safe”, press Enter.) and see if the issue continues.

    One of the email is ,however, terminated recently. The issue becomes a thing about the same time.
    does not experiencing the same issue on his other platform, this include web, phone, and his another windows pc using outlook.

    According to your description, sounds like the issue might be related to your Outlook profile or this specific Outlook client. In order to conduct further researches on your issue, please try to create a new Outlook profile via Control Panel > Mail > Show profile and add this problematic email account alone to see if the issue could be resolved.
    If the issue continues, please try repairing your Office installation.

    Hello, anonymous userricksun-1155, I think I might know the answer if you are using the standard version.

    Try going to the Settings, press View all Outlook Settings, search Compose and Reply, scroll down until you see Undo Send, and change it to zero seconds.
