The process cannot access the file Microsoft.SharePoint.ApplicationPages.dll

We are running a SharePoint 2013 publishing website on an Azure VM. After installing CU updates we get the following error message when trying to make changes to the Authentication Providers on Central Administration: The process cannot access the file Microsoft.SharePoint.ApplicationPages.dll. After we see this message the website goes down because the web.config file is reset by SharePoint.

Hello @siyakhumalo-1787 ,

The process cannot access "Microsoft.SharePoint.WorkflowServices.ApplicationPages.dll", because it is being used by another process.

Please following steps:

1.Open Task Manager and close all PowerShell

2.Navigation to "C:\inetpub\wwwroot\wss\VirtualDirectories\yourwebapplication_app_bin" and delete "Microsoft.SharePoint.WorkflowServices.ApplicationPages.dll"

3.Run iisreset as an admin using SharePoint 2013 Management Shell

Thank you for the response. The last time this happened I resolved it by restarting the Microsoft SharePoint Foundation Web Application service Central Admin, which effectively re-provisions the website and then I have to restore the web.config file and any other custom files on the inetpub folder.

I'm getting a lot of pressure from Business because they want to know what the root cause is.

The process cannot access the file, because it is being used by another process.

Based on what I was able to garner, these are the common scenarios in which users can face.

  • Command requires administration Privileges

  • You do not have appropriate permissions

  • A different Process is using Port 80

  • Port 443 is already in use

  • The ListenOnlyList registry subkey is not configured correctly
