You could make the tenants federated in Microsoft Teams Admin Center. As far as adding them to Teams channels, they will need to be either registered guests on one tenant or you need to create the Active Directory users using a CSV/PowerShell script: https://docs.microsoft.com/en-us/answers/questions/15661/migrate-users-between-aad-directoriestenants.html
If you want different tenants can communicate in Teams, please make sure you have added the specific domain and set them "Allowed" in Teams admin center. For more details about how to configure external access, please refer to this article.
Meanwhile, please note that Microsoft Teams free licenses do not support external access.
