Load balancer access problem.

I was trying to provide network contributor role for a user to the resource group containing a Loadbalancer to add backend pools and healthprobe. How ever the deployment failed with the below error. It only worked when i provided the access to the entire subscription . did anyone face similiar issue ?

Failed to start deployment
Registering the resource providers has failed.
Additional details from the underlying API that might be helpful: The client 'Admin1@.onmicrosoft.com' with object id '9ebc2924-ade9-42fa-9a3c-' does not have authorization to perform action 'Microsoft.Network/register/action' over scope '/subscriptions/feacddd7-6e93-4445-8a92-e' or the scope is invalid. If access was recently granted, please refresh your credentials. (Code: AuthorizationFailed)

It seems like the error received is for registering of Microsoft.Network resource provider. If its the first time networking resource deployment in this subscription then this is expected. If not, please let us know your subscription ID and I will enable a one-time free support ticket so that Azure support can do more in-depth troubleshooting regarding this error. Thank you!
