Please refer to the Question which has the same requirement. @RLWA32-6355 had given a answer, running with UIAccess=true and with a window that is WS_EX_TOPMOST.

How is the xbox window displayed by pressing the win key + G key realized? What if it can be displayed in the front of the game in full-screen mode?
