Azure Hosting Services

I am new to Azure. My program want to host our code repository, integrate a ticket system, i.e. Atlassian Jira, and perform code vulnerability scans remotely from our laptops that will run our development tools.
Are all or a portion of these services possible through Azure? Does Azure have a government cloud solution? If yes, to these questions, whom would I contact?

Thank you very much,
