Disable MFA for Select Users

I have a company wide MFA Conditional Access policy requiring MFA. There are a number of exclusions entered for accounts that I don't want it enabled on.

However when logging into those accounts, it still prompts for "More Information Required" then the next screen lets me Skip, but it reloads the same thing again without the Skip option.

O365 shows the users in question are disabled for MFA.

How do I fully kill MFA for selected accounts?

Up to 10 attachments (including images) can be used with a maximum of 3.0 MiB each and 30.0 MiB total.

Do you have the exclusions set in the Conditional Access policy itself? They are exclusions in the CA policy. It is forcing them to set it up. No skip option other than the first one that's lying apparently. :)
