Old Domain User Account cannot login to domain, but newly created user can login

Dear all,

AD Infra:
Root AD x 2 (Windows Server 2008 R2)
Child AD x 2 (Windows Server 2008 R2)

Issue:
Old or legacy domain account cannot login to domain computer.
Will prompt password is not correct even confirmed it is correct.
Have reset the password but the error throw the same.
Newly created domain account for the last 1month can login without issue.

Latest activities being performed:
FFL and DFL raised from W2003 to W2008.
Adprep command for Windows Server 2019 planned upgrade.

Is there anything need to be checked?

Please check event logs of user or computer failed login.

Please also check event viewer of PDC Emulator.

Additionally, please verify Replication between all DC are good.
