No, currently there is no such way for MediaPlayerElement. It is decided by the system to use CPU or GPU when MediaPlayerElement is playing. To check this, you could go to Graphics settings windows (search Graphics settings in the Start Menu). Then choose your app and select a mode for your app. There are three modes that you could choose -- Let Windows decide, high performance, and Power Saving. The default value is Let Windows decide and there is no mode that forces apps to use CPU only.
