Your configuration already meets the minimum hardware configuration requirements of SQL Server 2017, but the optimum does not dare to say, application performance of SQL Server may be based on your actual workload, any software may have some issues that affect the performance of the SQL Server. Maybe you need to adapt your configuration to the actual workload.

having 30 users will run at its fullest performance or sql licesnse is downgraded ? or additional sql licese is required , becuase on search its confusing Sql server Core lisense, cal license
this server has 12 cores, single processor, 64 gb ram and 900gb sas hdd , then will the licesese bought will impose any downgraded excecution or not ?
As Olaf says, the license does not affect the performance. But if you have more users than your CALs permits, it will not be fun if you get license-audited. But that is a strictly legal problem.

The type of license CAL/CORE and/or the count of license don't have any effect on the permformance.
Just the Enterprise Edition has some performance related features more the the Standard Edition.
