Is possible to capture the traffic inside a VPN Tunnel?

I have a site-to-site VPN with a client on premise, I'd like to know if I'm effectively sending the traffic into the VPN Tunnel with a packet capture. I've seen that I can make a packet capture for the VPN negotiation (ike, ESP... ), but not for the private traffic inside the tunnel.

Thank you for reaching us on Microsoft Q&A. I understand that while using VPN Connection Packet Capture, you only see encrypted traffic. You need to specify a filter to get any inner/outer packets to show up in the capture. You can use the "catch-all" filter to capture all inner traffic. Please refer this link about capturing inner/outer packets.
