Based off your error message - Registrar Transfer is Denied, I was able to find some information within Google's documentation regarding Transferring a domain to another registrar.
Can you make sure your domain isn't meeting any of the following Transfer restrictions.
- If you recently purchased or transferred a domain, Google Domains requires you to wait 60 days before you can transfer your domain to another registrar or user. The Internet Corporation for Assigned Names and Numbers (ICANN) guidelines mandate this waiting period.
- If Google Domains has an outstanding administrative action against your domain, you can't transfer your domain until you've resolved the matter.
- For requirements specific to your domain name ending, refer to the domain ending details
