Members can manage permissions by clicking SHARE>Invite people function

Hello,

Members cannot manage site permissions but can manage permissions through the SHARE>Invite people function. Members managing permissions in this matter is problematic because I always thought only Owners could manage permissions. By SharePoint design, are Members supposed to have this capability? Is there a way to remove this ability from Members?

I apologize. I may have picked the wrong tag and didn't mention that this question is pertaining to SharePoint 2016 on premise.

If you are using SharePoint server 2016, please go to the site settings> site permissions> access request settings> untick the option as shown below:

We could limit SharePoint site sharing to site owners only via Site permissions>Change how members can share:

Disabling the option to allow sharing does not hide the Share menu, but it does show an error message when a team member attempts to share:

In addition,site members could only share files, folders to people who have existing access:
