The multi-session is only available into Azure

sure, i just deployed a Win 10 multi session in Azure and only 2 people can rdp at the same time...So what else needs to be done to enable multiple user logons

No you do not need to enable RDSH role the machine ne to use CAL licenses for multiple users to login at the same time.
Windows 10 Enterprise for Multi Session is based on Windows Server Architecture which is why you were able to take 2 RDP sessions as of now. However in order to make multiple user session login enable, you need to use this machine as a part of AVD hostpool, then only multiple users can login at the same time depending upon the VM capability and Hostpool max session limit.
