How to unlock a sender that was blocked from quarantine

A sender email was filtered by EOP protection and redirected in quarantine. By mistake the sender was blocked (by "block sender" option ).

Is there a way to unlock the sender?
I couldn't find an option that revert the lock.

I have also noticed the sender blocked can still reach the receiver if the email contain plan text.

Was it blocked by the user in their junk mail options or by an admin?

We have used the main quarantine console. Blocked by Admin.

Any idea where I can find the blocked sender (the Junk mail is empty) ?
And, why after blocked the sender is not blocked.

Noticed from the discussion above that the Junk mail settings you checked are of the receiver's mailbox, while the "Block sender" button was clicked by an admin.

According to the description in the following document, "Block Sender" will add the sender to the Blocked Senders list in your mailbox. In other words, in your scenario, you would need to check the Junk Emal setting of the admin account's mailbox instead, because the sender was not blocked by the receiver. And as a result, mails from this sender can still reach the receiver.

If I undestood well in this scenario we could have 2 options:

1) if the Admin user login to the tenant quarantine and block the sender the email will be removed from the quarantine to the personal Admin user junk email.
2) if the receiver user access to the own quarantine and block the sender the email will be removed from the quarantine to the receiver user junk email.

Am I right?

Why the "block sender" option doesn't work ?
If I remember well you suggested me to avoid spam Allow & block list.

The allow list is to be avoided since senders can be spoofed. The Block list is not as bad, but if the sender is spoofing the domain, it will only work so much.

I have checked in the Junk mail of the internal user (receiver) and it was empty. OWA is disabled.
