What is the name of the unknown process?
Have you tried updating Windows?
Is there any error message?
Are you facing the same issue in the Safe Mode?
Hello Reza, Thank you, the process showed "Services", antivirus shows no issues, a windows 11 update may have been the cause of the issue. No error messages, did not try safe mode, found another forum that shared by advancing the date in BIOS for some reason corrects Toolbar issue and the slow response from Windows 11. All is working fine now, was looking for another method.
There was an official announcement about settings and other areas of the operating system that wouldn't load or being unresponsive, have a look here:

Hello Eric M,
If your PC is running slowly, the following suggestions might help speed things up. The tips are listed in order, so start with the first one, see if that helps, and then continue to the next one if it doesn’t.
Make sure you have the latest updates for Windows and device drivers
Restart your PC and open only the apps you need
Use ReadyBoost to help improve performance
Make sure the system is managing the page file size
Check for low disk space and free up space
Adjust the appearance and performance of Windows
Pause OneDrive syncing
Disable unnecessary startup programs
Check for and remove viruses and malware
Restore your PC from a system restore point.
Do follow the below link to get to know the detailed process of the above steps.
Hope this answers all your queries, if not please do repost back.
