Deleted directory/subdirectories reappear.

Scenario, Things Tried
Tried to permanently delete a directory/subdirectories. Used IObit Unlocker and SDelete c:\>sdelete -p 5 -r -q c:\users\charles\documents\0. Also used rmdir /s /q folder path. Also executed these commands in safe mode. Directory/subdirectories returned.

Hello @CFrance-2458,

I would recommend couple of steps, but before all, have you checked that your computer doesn't have any malware or virus?

  1. Repair the Recycle Bin (possible corruption)
    Open a CMD window with Administrator rights and run: rd /s /q C:$Recycle.bin
    *This will completely empty the Recycle Bin, including any corrupted stales.

  2. Prevent Roaming Files (possible folders replicating from a roaming profile stting)
    Open gpmc.msc from an Administrator CMD
    Navigate to Computer Configuration, Policies, Administrative Templates, System, and User Profiles
    Doubleclick "Prevent Roaming Profile changes" and select Enable Radio, apply and ok.

  3. Check the ACL permissions:
    -Right-click on the main folder and choose 'Properties'.
    -Click the 'Security' tab .
    -Look towards the bottom right hand side and click 'Advanced'.
    -Click the 'Owner' tab and click 'Edit'.
    -Under Owner, click on 'Change' link.
    -Type 'Everyone' and click on Apply and OK.
    -Now, click on 'Edit' button.
    -Under 'Permission for SYSTEM', place a check mark on all the Allow.
    -Click on 'Apply' and 'OK'.

If these don't work, it would be great if you can monitor when this folder reappear: Do they appear when you use a specific application? When you are doing some specific actions (saving a file, downloading something, etc...) and as well it would help to know to what this folders are related (any specific program, tool, or are they personal folders?), sometimes applications configured with some specific working folders may recreate them automatically.

Thank you, Limited Technology. I ran a full scan via MS Emergency Response Tool and during scan Windows Defender ID’d several low-risk files that it removed. Curiously, during the MSERT scan 200+ files were ID’d as threats but not reported at conclusion of scan, as the app stated it would—it ended without any report so I assumed the threats were innocuous. Two days ago I cut\pasted the reoccurring directory/subs to a thumb drive and then formatted the T-drive. The reoccurring directory/subs have not reappeared, so I think the problem is solved. However, if they do reappear I will follow the steps you presented. Thank you, again.
