sharepoint 2019 missing header footer

I created a site collection in SharePoint 2019 On-Prem environment using communication site template. When I go to 'Change the look' option, it only shows different themes. Other options like Header, Footer, Navigation etc. are missing.

As mentioned in the article https://support.microsoft.com/en-us/office/customize-your-sharepoint-site-320b43e5-b047-4fda-8381-f61e8ac7f59b all the options should be available but I see only themes.

NOTE: I enabled Publishing feature already on both site and site collection level but NO luck.

Per my test, we can only customize the theme under the change the look of SharePoint server 2019 site.

Header and footer are only supported in SharePoint online communication site, please compare the modern section and 2019 section:

Thank you Julie. quick question: What are the options to change the header of a SharePoint 2019 on-prem site collection?

There is no OOB option to change the header, you need to customize the modern header with the SPFx application, such as this: https://github.com/pnp/sp-dev-fx-extensions/tree/main/samples/react-application-injectcss
