Creating an exchange email addon - where is the documentation?

In the integrate-office-365-with-an-email-add-on-service documentation page we can learn how to create a connector that connects to an email add-on.
According to the docs this can be used to perform custom operations on emails.
What I can't seem to find anywhere is - how to build such an email add-on service so that I can perform my custom operations?
Can someone point me in the right direction please?

Those services are provided by third-party cloud service solutions provider. You need to buy from third-party cloud service solutions provider, then use it on your Exchange online. Such as some third-party provider provide Exchange online Signature Service.

So I guess my question is - how would i go about to becoming such a third party provider.
What is exchange sending to these third party cloud providers? how are they expected to respond? there must be some API defined somewhere that describes the interaction between exchange and the connector target. is there?
