Restoring Azure Dev Ops to another server

I have an existing Azure Dev Op 2020 setup, and have the full backup from a few days ago. The existing physical server is giving me problems, and I have an Azure Dev Ops installation and SQL Server installation on a different machine. I'm able to access the network shares and see the most recent backup. But after I select the Backup and ask it to verify, I also get a SQL Server issue claiming that the current user cannot login to the database. The only two Azure databases that exist in the instance are for the Configuration and Default Collection. I'm running Azure under user TFSService, and both it and the Administrator account on the machine have SQL logins, and I've made them both owners and administrators on the two databases. But everything I try to verify the backup, it still complains with the error that current user cannot access the database but doesn't specify anything about what user is trying to connect and what the user is trying to connect to. Is there something simple I'm missing in the process?

Please note that Azure DevOps Server (TFS) is currently not supported in the Q&A forums, the supported products are listed over here https://docs.microsoft.com/en-us/answers/products.
