Windows 10 camera driver not installing after updating the master WIM

I am preparing a new image for the imaging new Surface devices using WinPE and applying the custom .wim images via USB.
I am using WinPE (version 10.1.19041.1) and trying to apply Windows 10 21H1.
We have various Surface devices ranging from Surface Pro 4-7+ and Surface Laptops 2-4
For arguments sake, i'll call it :
Image1.wim (with no additional drivers)
Image2.wim (with all additional surface drivers)
Deploying the original Image1.wim works fine on SP7+ (as this is the device that the image was taken from originally).
Deploying the Image2.wim works fine on Surface Pro 4-6 and Surface Laptops 2-4, but not SP7+
When applying Image2.wim to the SP7+, the SP7+ camera driver does not work. Looking at the driver it favours the new Intel AVStream camera driver (instead of the TGL AVStream driver).
The issue is we aim to deploy the devices with the oobe, so that users can enroll their devices at first setup.
Only workaround at the moment is for users to select the TGL AVStream camera driver from device manager. However, this is proving to be a huge inconvenience. Any suggestions?
