Having issues with company portal deployment using managed appleIDs and ABM

We've run into some issues getting the company portal to deploy on an iPad that are using managed appleIDs. We've purchased the app, and applied it to the user/iPad in question. It states that it's installed but it never shows up on the iPad. It's been 4 days since it hit the status of installed.

When not using managed appleIDs, and letting the user make a technically personal appleID with their domain email, everything works just fine (company portal, other apps, app configuration, background). Has anyone had anyone faced these same issues?

    @Dane Wilbanks Thanks for posting in our Q&A. From your description, I know that the app shows "installed" state on the target iOS device in intune portal, but in fact it isn't installed on the iOS device. If there is any misunderstanding, feel free to let us know.

    To clarify this issue, we appreciate your help to collect some information:

    1. Which method did you enroll the iOS device? ADE enrollment?
    2. What's the goal that you want to deploy Company Portal via VPP?
