Hi @ OuryBa-MSFT,
I do not have the Geo-Replication Option in the SQL Database Settings. When I click on the 'Create Replica' inside the Replicate option I get a form with most textboxes grey out and an error on it too.

I am the owner of the SQL instance and have got a Subscription but using my College account. Could this be the problem?

In the screenshot you have shared above, I can see the replicas option You just need to click on that button to create a geo-replication.
